Our attorneys possess interdisciplinary backgrounds in law, information technology, biomedicine, finance, and other fields, enabling us to address client needs more comprehensively and effectively.

Xiaoqing Chen
Attorney-at-law / Patent Attorney
Xiaoqing Chen, an attorney-at-law and patent attorney, has dedicated over a decade to the field of patent prosecution. She specializes in domestic patent applications (drafting and prosecution), foreign patent applications (drafting, translation, and prosecution), patent mining and portfolio building, FTO (freedom-to-operate analysis), patent invalidation, and patent search and analysis. With in-depth research on domestic and international applications across various technical fields, she provides clients with comprehensive and effective protection strategies, demonstrating particular expertise in biotechnology and chemical technology.
Prior to joining Shengzhi, Attorney Chen accumulated more than ten years of experience at a well-known intellectual property agency and a law firm in Beijing. She has worked extensively in diverse roles including patent drafting, examination response, patent quality control, PCT and foreign patent applications, patent invalidation, patent analysis, and portfolio strategy, equipping her with rich, comprehensive, and full-cycle practical experience.
Attorney Chen combines a technical background in science and engineering with legal expertise. She holds a Master of Science in Biology from the Institute of Botany, Chinese Academy of Sciences.
Guoliang Ning
Partner, Attorney-at-law / Patent Attorney
Guoliang Ning, a partner of the firm, has years of practice experience with a focus on construction engineering, civil and commercial litigation, and intellectual property. His rigorous and responsible approach to case handling has earned high praise from numerous clients. Attorney Ning participated in the Ministry of Justice’s “Young Lawyers Western Development Training Program” and was commended by the All China Lawyers Association.
With many years of legal service experience, Attorney Ning previously worked at a prominent domestic law firm before joining Shengzhi.
Attorney Ning graduated from North University of China (Bachelor of Laws) and holds qualifications as a Chinese practicing attorney and a patent attorney.
Jianpeng Yue
Partner, Attorney-at-law
Yue Jianpeng is a partner of the firm. Over more than a decade of practice, he has focused on civil and commercial litigation and arbitration dispute resolution, specializing in corporate equity governance and complex civil and commercial contract disputes. His meticulous and responsible case management style is highly regarded by clients.
Attorney Yue has over ten years of legal service experience. Before co-founding Shengzhi, he worked at several renowned domestic law firms.
Attorney Yue holds a Juris Master from the Graduate School of the Chinese Academy of Social Sciences and is qualified as a Chinese practicing attorney.
Zhongsheng Zhou
Partner, Attorney-at-law / Patent Attorney
Zhongsheng(Jason) Zhou , a partner of the firm, is committed to providing comprehensive commercial legal services centered on intellectual property, litigation and arbitration, and corporate affairs to clients across various industries, including startups, medium-to-large enterprises, and individuals.
With extensive experience in both litigation and non-contentious legal matters, Attorney Zhou has appeared before courts at all levels (including the Supreme People’s Court) and arbitration institutions. His case portfolio covers significant civil and commercial disputes and intellectual property disputes.
Before co-founding Shengzhi, Attorney Zhou worked at several top-tier domestic law firms and served as an on-site legal counsel for client companies. His clientele ranges from foreign industry leaders to numerous well-known large, medium, and small domestic companies, spanning sectors such as internet/technology, film and media, finance, and traditional industries.
Attorney Zhou is qualified as a Chinese practicing attorney, a patent attorney, a securities practitioner, and a fund practitioner. He is a member of the All China Lawyers Association, a member of the Internet Litigation Committee of the Beijing Lawyers Association, a member of the Finance and Taxation Committee of the Chaoyang District Lawyers Association in Beijing, a member of the Chinese Group of the International Association for the Protection of Intellectual Property (AIPPI), and a member of the Beijing Lawyers Association’s Foreign-Related Legal Talent Pool.
With an interdisciplinary educational background, Attorney Zhou holds a Juris Master from the University of International Business and Economics and is proficient in both Chinese and English.
