Shengzhi Updates | Shengzhi Lawyer Completes Foreign-Related IP Capacity-Building Training Co-Hosted by MOJ and CNIPA

To thoroughly implement the national strategies of building an IP powerhouse and advancing foreign-related rule of law, and to accelerate the development of a high-caliber foreign-related IP lawyer workforce, the Ministry of Justice (MOJ) and the China National Intellectual Property Administration (CNIPA) jointly launched the 2026 Foreign-Related IP Lawyer Capacity-Building Training Series. The second session of the series recently concluded in Beijing. Zhongsheng (Jason) Zhou , founding partner of Shengzhi, was selected via a nationwide competitive process to participate, and has successfully completed all courses and assessments, officially graduating from the program.

As a national-level talent development initiative for lawyers, this training series aims to foster a cohort of foreign-related IP lawyers with firm political stance, solid professional competence, mastery of international rules and expertise in foreign-related legal practice, to better support China’s high-quality development and high-standard opening-up. Comprising six sessions in total, the series strictly selects over 500 outstanding lawyers from across the country. Each session is delivered in a full-time, closed-door format, featuring lectures by ministry officials, academic experts and senior industry practitioners, and adopts diversified learning methods including thematic lectures, case workshops and lawyer-enterprise roundtables to enhance practical capabilities.

Centered on trade remedy investigation response, the second session addresses the core IP risks and dispute challenges facing Chinese enterprises in overseas markets. Its core curriculum covers practical response to US Section 337 investigations, Korean IP trade investigation rules, customs IP enforcement and protection, and strategies for resolving overseas IP disputes. The program combines in-depth analysis of international rules and regulatory frameworks with hands-on guidance on case execution, including procedural management, evidence system construction, technical fact verification, cross-border team collaboration and commercial decision support, making the training highly targeted and practically instructive.

As Chinese enterprises accelerate their global expansion and cross-border IP disputes grow increasingly complex, foreign-related IP legal services are gaining greater strategic value.
